Overview

Hong Kong offers a range of talent admission schemes designed to attract skilled professionals, entrepreneurs, and technology specialists from around the world. Wong & Wong CPA Limited assists individuals and companies in assessing eligibility, preparing supporting documentation, and submitting applications under the schemes most suited to their circumstances.

Top Talent Pass Scheme

Designed for talented individuals who wish to work and settle in Hong Kong without having first secured local employment. Applicants may apply under one of the following categories:

  • Category A — Annual income of not less than HK$2.5 million (or equivalent in foreign currency) in the year immediately preceding the application.

  • Category B — Holds a bachelor's degree from an eligible university and has accumulated at least three years of work experience within the five years immediately preceding the application.

  • Category C — Holds a bachelor's degree from an eligible university obtained within the five years immediately preceding the application, with less than three years of work experience. This category is subject to an annual quota and is allocated on a first-come, first-served basis. Category C does not apply to non-local students who obtained their bachelor's degree through a full-time locally-accredited programme in Hong Kong SAR.

Admission Scheme for Mainland Talents and Professionals (ASMTP)

Designed for Mainland professionals who wish to work in Hong Kong. The scheme is not restricted to any particular industry. Key eligibility requirements include:

  • A confirmed offer of employment where the role is relevant to the applicant's academic qualifications or work experience, and cannot be readily filled locally

  • Remuneration and benefits comparable to the prevailing market level

  • A good education background, technical qualifications, or proven professional experience

Quality Migrant Admission Scheme (QMAS)

Designed for highly skilled or talented individuals who wish to work and settle in Hong Kong without having first secured local employment. QMAS is not restricted to any industry and applies two assessment mechanisms:

  • General Points Test — For highly skilled or talented individuals. Assessed across 12 criteria covering six categories: age, academic qualifications, language proficiency, work experience, annual income, and business ownership.

  • Achievement-Based Points Test — For individuals with outstanding achievements (e.g. Olympic medallists, Nobel Prize laureates, recipients of national/international awards).

Technology Talent Admission Scheme (TechTAS)

Designed to enable eligible companies to import non-local technology talent to Hong Kong for research and development work through an expedited arrangement. Companies must first apply for a quota; once granted by the Innovation and Technology Commission, the company may apply for work visas/entry permits for eligible individuals within the 24-month validity period of the quota. Key eligibility requirements for visa/entry permit applications under TechTAS include:

  • The employing company holds a valid quota granted by the Innovation and Technology Commission at the time of application

  • The applicant is primarily engaged in R&D work in advanced communications technology, artificial intelligence, biotechnology, cybersecurity, data analytics, digital entertainment, fintech, green technology, integrated circuit design, Internet of Things, materials science, microelectronics, quantum technology, or robotics

  • The applicant holds a degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from a university with special recognition

  • Remuneration is not lower than the prevailing market rate for a similar position in Hong Kong

  • The applicant meets the specific conditions for the relevant post as stated in the quota approval notice issued by the Innovation and Technology Commission
